Description:   This comprehensive course offered through American University of Armenia Extension Program will help attendees understand the basic principles and techniques of successful and efficient management of modern procurement processes. The focus will be on peculiarities of the Armenian market and legislation with an emphasis on the new Law on Procurement, valid as of Jan 01, 2011. The training will help participants understand the ways and possibilities of reducing risks arising from various procurements. Attention will be paid to the manners of procurement organization, implementation and monitoring that exist in large Companies (both Armenian and foreign). The course will provide trainees with fundamental knowledge of how to organize information flow within and outside the company during implementation of the procurement processes. Taxation matters will be discussed as well due to differences in Armenian and foreign legislations. Part of the course will be dedicated to negotiation processes and their role in finding successful suppliers.

Objectives and Key Outcomes:
Upon completion of this course, participants will :
• have gained an understanding of the principles of purchasing
• be made aware of large volume procurements
• know the process of tenders organization according to RA legislation
• be able to describe the stages of the procurement implementation
• know what “the scope of negotiations” is
• understand the scope of the contract
• know the necessity for the creation of a cooperative team for effective procurement implementation
• have the tools to identify, analyze and manage risks related to contract implementation
• Have gained skills to develop, monitor, and control supply, delivery and payment schedules

Topics Covered:
Procurement Management
• Introduction to terms “procurement”, “purchase”, “delivery”, “storage”, “acceptance”, “negotiations”
• Finding out “what” to procure, “how much”, “when” and “why”.
• Understanding the link of key procurement stages from procurement request initiation till payment finalization.
• Definition of basic contract terms (contract, program, operation, contract management)
• Negotiations. What is the purpose of negotiations, old and new approaches
• Procurement management methodology for the structural units that are involved in the procurement process (work as a team and not as individuals)
• Effectively working chain - e.g. Technicians - Contract Monitoring - Logistics - Accounting – Management
Kicking Off the Procurement Process
• Arising of necessity for
• Collection of requests for product and/or services acquisition
• Simple market research vs. tenders
Developing the Procurement Schedule
• Identify the types and delivery schedule views
• Pros and Cons of procurement manners, e.g. “Procure by your own” vs. “Outsourcing”
• Identify critical path(s) in the procurement chain • Follow-up the Acceptance Procedure
• Procurement from abroad. INCOTERMS
• from INCOTERMS 2000 to INCOTERMS 2010.

Understanding Procurement Risk
• Identify the components of risks related to delivery and other stages of procurement
• Describe approaches to the monitoring, controlling and possible reduction of the risk
Managing and Controlling Outcomes
• Describe the technical and human resource aspects of monitoring and controlling outcomes
• Identify tools to assist with monitoring and controlling the contract
• Describe appropriate methods of conflict resolution

Course Handouts and Instruction Language: The course material is in English; instruction language is mainly English.

Prerequisite Knowledge:
Participants are expected to have working knowledge of English at intermediate proficiency level.
